Still seems fishy

Now I don’t live in th UK, but usually governments won’t send out messages like this would they? It says the one on the right is genuine but I don’t think so. From my experience, the government sends letters, not texting or emailing you personally. Unless it’s an amber alert. And that would come from the police. Like a missing person or criminal in the area. I know each country is different though. What are your thoughts?
