    Yes it is a scam.

    Everything (from scrachers to the mega/power game) is well thought out and calculated (IT’S GAMBLING just like las Vegas NV).

    I would suggest only playing once every 2 years or so. Remember how hard you worked for your money befor buying, and also how crappy school learning materials/equipment is.
